The Airport Commission is granted the authority to maintain, operate and regulate the airport and airport facilities, but remain in all these things responsible to the Blaine city council. The Commission’s duties shall be to advise the Blaine city council the following: to promote and foster the development of the Blaine Municipal Airport for the benefit of the citizens of the city; enlargement, improvement, maintenance, equipment and operation of the Blaine Municipal Airport; leasing and assignment to private parties, municipal or state governments, or the national government, or departments of any of the same for operation or use of any space, area, improvement or equipment of the Blaine Municipal Airport except for tie-down agreements; determination of charges or rentals for use of any properties owned, or under the control of, the Blaine Municipal Airport.
