The City of Blaine is requesting Statements of Qualifications from engineering firms with experience in the design of water transmission lines, construction management, and State and County utility franchises and permitting.
SCOPE OF SERVICES:
Provide professional engineering and technical services to design for a phased design and construction of new 24 inch potable water transmission main from the vicinity of Peace Portal Way & Bell Rd east along Bell Road, Hughes Avenue, and Sweet Road into the City’s well field (see attached map). The initial phase of design is for the westernmost section, approximately 2,500 feet of 24” potable water transmission line to run generally in parallel to an older 10’” AC line and attachment of waterline to an overpass across Interstate-5, (approx 200 feet). This design will include:
• Survey services necessary to supplement existing mapping for design and establishing ground control for construction
• Prepare permit-related documentation as required by regulatory agencies
• Preparation of utility franchise agreements as might be required by the State and Whatcom County
• Incorporation into the design of required roadside restoration elements.
• Prepare and submit intermediate and final design documents including drawings, specifications, and detailed cost estimates.
• Assist in bidding and selection of construction contractor.
• Provide construction phase engineering support and construction inspection services. Local inspection capability desired on team.
STATEMENT OF QUALIFICATIONS:
If your firm is interested in providing services to the City of Blaine, please submit as a minimum the following information:
1) Overall experience and qualifications of the firm and/or sub consultant firms to provide requested design services including: a) Similar sized transmission lines
b) Attachment of waterlines to bridges
c) Coordination with State and County agencies for permits and utility franchises
d) Construction support services
2) Roles and qualifications of key team members (including any sub consultants) to be assigned to the project and experience with similar projects including a description of the level of involvement in the work.
3) Planned schedule and level of effort to complete the first design phase.
4) Any unique or specialized services that make your firm qualified for this project
SELECTION PROCESS:
A recommendation committee will rank all proper submittals based on the following evaluation criteria:
• Qualifications of the firm, project manager, and project team
• Relevancy of similar projects and references
• Resources available to the firm
• Work load and performance history of the firm
• Continuity of employees for the project
Rankings may lead directly to negotiation with the most highly qualified firm or development of a short list of firms to be interviewed. The City reserves the right to select the most highly qualified firm based solely on the written response to the evaluation criteria. The City will be the sole judge in the determination of the most highly qualified firm.
SUBMITTAL REQUIREMENTS:
• Submit four (4) copies of the firm's statement of qualifications limited to no more than 15 double sided pages (including cover letter).
• Statements of qualifications must be received by 3:00 pm February 26, 2010, and addressed to:

• Late statements of qualifications will be kept by the City, but not considered for award.
